Billy Terms of Service
These terms explain the rules for using Billy, a Discord voice bot developed by Techlm77 for text-to-speech, custom voices, soundboard playback, music, playlists, safety controls, and Ko-fi powered premium features.
1. About Billy
Billy is a Discord voice bot developed by Techlm77. Billy provides text-to-speech, voice selection, soundboard playback, music playback, playlists, safety controls, usage limits, and premium features through Ko-fi.
Billy is not Discord, Ko-fi, Top.gg, or any other third-party service. Billy is an independent bot that interacts with those services so it can operate inside Discord.
2. Agreement to These Terms
By inviting Billy to a Discord server, using Billy, enabling Billy's features, or allowing Billy to remain in a server you manage, you agree to these Terms of Service. If you do not agree to these terms, you must stop using Billy and remove Billy from your server.
If you use Billy on behalf of a Discord server, community, organisation, or other group, you confirm that you have permission to manage Billy for that server or group.
3. Discord Rules and Server Responsibility
You must follow Discord's Terms of Service, Discord's Community Guidelines, the rules of any Discord server where Billy is used, and the laws that apply to you.
Server owners and moderators are responsible for configuring Billy's Discord permissions, choosing which channels Billy can access, deciding who can use Billy, and moderating their own server.
Techlm77 does not control user messages, server-uploaded audio, server permissions, or moderation decisions inside servers that use Billy. Server owners should only give Billy access to channels and content they are comfortable with Billy processing.
4. Bot Features
Billy can provide features including:
- Text-to-speech in Discord voice channels.
- Voice selection, default voices, and inline voice switching.
- Soundboard playback from supported audio files made available in Discord.
- Music playback from supported audio files made available in Discord.
- Music playlists, queue controls, skip controls, and loop controls.
- Server safety controls, including allow-list controls for server managers.
- Premium tiers, queue priority, usage limits, and entitlement handling through Ko-fi.
- Operational features such as command syncing, media scanning, usage tracking, and diagnostics.
5. User Content
Users are responsible for the text, audio, filenames, messages, playlist names, voice selections, and other content they submit to Billy or make available for Billy to process.
This includes text used for TTS, content placed in configured TTS channels, audio uploaded to configured soundboard or music channels, playlist data, and any other content Billy is asked to process or play.
Techlm77 is not responsible for user-submitted content, server-uploaded audio, or messages spoken through TTS, except where required by law.
6. Prohibited Use
You must not use Billy to:
- Harass, threaten, abuse, or deliberately target other people.
- Share, expose, request, or encourage the sharing of another person's private personal information without permission.
- Generate, request, upload, or play content that is unlawful in your jurisdiction.
- Generate, request, upload, or play content that promotes hatred, violence, exploitation, or serious harm.
- Impersonate another person, public figure, brand, organisation, or community in a misleading, harmful, or unlawful way.
- Upload, store, or play audio unless you have the necessary rights, permission, or lawful basis to use it.
- Spam text channels, voice channels, commands, queues, audio playback, or bot systems.
- Bypass or attempt to bypass usage limits, premium restrictions, safety controls, access controls, or technical protections.
- Exploit, disrupt, overload, reverse engineer, damage, or interfere with Billy, its hosting, its infrastructure, or its connected services.
- Use Billy in a way that violates Discord's terms, Discord's community rules, a server's rules, or laws that apply to you.
7. Voice, TTS, and Generated Audio
Billy can generate audio from user-provided text and play it in Discord voice channels. Generated audio can be inaccurate, interrupted, unavailable, delayed, or different from what a user expected.
You are responsible for the text you submit and the way Billy is used in your server. Billy repeats or transforms user-submitted content for voice playback; it does not mean Techlm77 endorses, approves, or created that user-submitted content.
Voice names, voice models, generated voices, and TTS behaviour can change, be renamed, be restricted, or be removed for safety, legal, technical, or service reasons.
8. Third-Party TTS Engines and Model Licenses
Billy currently uses third-party text-to-speech engines and model weights, including Kokoro and Chatterbox Turbo. These projects are owned by their respective authors and are not owned by, endorsed by, or affiliated with Techlm77 unless explicitly stated by those projects.
Chatterbox Turbo is published by Resemble AI and is listed as MIT licensed. The MIT License is a permissive licence that generally allows commercial use, distribution, modification, and private use, subject to preserving copyright and licence notices. The MIT License also disclaims warranty and liability from the original copyright holders.
Kokoro / Kokoro-82M is published by Hexgrad and is described as using Apache-licensed model weights. The Kokoro repository provides the Apache License, Version 2.0, a permissive open-source licence with notice, patent, trademark, warranty, and liability terms.
Billy's use of these engines does not transfer ownership of those projects to Techlm77, does not remove the licence terms that apply to those projects, and does not create any warranty from their authors. Users remain responsible for the text, voice samples, audio, and other content they submit to Billy.

9. Soundboard and Music
Billy can scan configured Discord text channels for supported audio attachments, such as MP3 files, and use those files for soundboard or music playback when Billy has permission to access those channels.
Billy does not provide a searchable library of commercial music, does not scrape external music sites, and does not provide music files itself. Billy only processes supported audio content that users or server owners make available inside Discord.
Billy can store attachment metadata, including names, IDs, channel IDs, message IDs, uploader IDs, file sizes, content types, creation times, and Discord attachment URLs where needed to resolve or stream the attachment later. Billy is designed to stream these Discord-hosted attachments for playback rather than permanently storing local copies of soundboard or music audio on Billy's hardware.
Server owners and users are responsible for ensuring that audio files they make available to Billy are lawful, appropriate, and do not infringe the rights of others.
Techlm77 can remove, ignore, disable, or restrict access to audio content, media features, or servers where there is a rights issue, abuse issue, safety issue, technical issue, or service risk.
10. Safety Controls
Billy can provide safety and access controls such as allow-lists and other moderation tools. These controls are provided to help server owners manage Billy, but they do not replace human moderation.
Server owners and moderators remain responsible for deciding whether Billy is suitable for their server and for enforcing their own server rules.
12. Usage Limits and Fair Use
Billy can apply usage limits, queue limits, per-user limits, daily limits, server limits, media limits, premium restrictions, and other restrictions to protect the bot, manage costs, prevent abuse, and keep the service usable for others.
Abuse, spam, excessive usage, attempts to bypass limits, or behaviour that causes technical issues can result in reduced, restricted, suspended, or removed access.
13. Moderation and Access Removal
Techlm77 may restrict, suspend, or remove access to Billy for users or servers that abuse the bot, violate these terms, violate Discord's rules, cause technical issues, create moderation problems, create legal risk, or interfere with the service.
Billy can also be removed from a server by that server's owners or moderators at any time through Discord.
14. Availability, Updates, and Early Access
Billy is provided as-is and as-available. Billy can be offline, restarted, delayed, rate-limited, updated, changed, restricted, or discontinued at any time.
Billy is actively developed. Features, limits, voices, premium benefits, commands, and behaviour can change as the bot is improved, fixed, scaled, or adjusted for safety, legal, technical, cost, or service reasons.
No guarantee is made that Billy will always be available, error-free, uninterrupted, compatible with every server, or suitable for a specific purpose.
15. Third-Party Services
Billy interacts with third-party services including Discord, Ko-fi, Top.gg, and text-to-speech or audio processing libraries. Your use of those services can also be subject to their own terms, policies, limits, outages, and enforcement decisions.
Techlm77 is not responsible for the acts, omissions, outages, policy decisions, or data handling practices of third-party services.
16. Disclaimers and Liability
Billy is a Discord utility bot for entertainment and convenience. Billy should not be relied on for emergency, safety-critical, legal, medical, financial, or professional purposes.
To the maximum extent permitted by law, Techlm77 is not liable for user-submitted content, server moderation failures, lost data, lost access, interrupted service, unavailable features, generated audio output, third-party service issues, or how users choose to use Billy.
Nothing in these terms limits or excludes liability where it would be unlawful to do so, including liability for fraud or for death or personal injury caused by negligence.
17. Governing Law
Where permitted by law, these terms are governed by the laws of England and Wales. If consumer protection laws or local laws give you mandatory rights that cannot be excluded, those rights are not affected by these terms.
18. Changes to These Terms
These Terms of Service can be updated from time to time. Continued use of Billy after changes means you accept the updated terms.
